Gunter Hormandinger

Günter Hörmandinger works in the European Commission's Directorate-General for Environment in the unit for Clean Air and Transport, where he coordinates the Vehicle Emissions team. He is responsible for the EU Regulation on CO2 from passenger cars. He has also worked on vehicle pollutant standards including Euro 5/6 for light-duty vehicles and Euro VI for heavy-duty. Prior to working for the Commission he was working as a physicist and as a consultant in the area of energy and transport.

Jos Dings

Jos Dings is Director of T&E, the European Federation for Transport and Environment. T&E is Europe’s principal environmental organisation campaigning specifically on transport issues and draws its approx. 50 member organisations from 23 European countries. T&E works on aviation, shipping, standards for cleaner vehicles and fuels, and European infrastructure charging and investment policy.

As Director Jos carries responsibility for strategy, staffing, fundraising and external representation of T&E. Under his responsibility T&E continued to develop size, visibility and effectiveness of its own organisation and operations and those of its members. Before joining T&E in 2004, Mr Dings worked at CE Delft, an influential Dutch think tank and consultancy on environmental policy. As of July 2001, Mr Dings managed CE Delft’s Transport Division.

Jos graduated in Mechanical Engineering from the Delft University of Technology in August 1994. Jos is married with three children. Road biking, particularly in the mountains, is his sports of choice.

Bart Vanham

Through the years Bart developed, from his interest in cars and motorcycles, a particular skill in all tax issues with regard to cars in all European countries, particularly Belgium. As automotive specialist, Bart is leading the Indirect Tax Automotive Network since 2005.

Bart was and is involved in the development and implementation of new products specific to the sector. Bart is the author of a number of publications and has actively participated in seminars and conferences on these subjects.

Based on his skills Bart is a consultant for several car manufacturers, distributors and dealers, lease companies, and other companies directly or indirectly involved in the automotive sector.

Next to the automotive interest, Bart was involved in several European acquisition and reorganisation projects. He co-ordinated these projects for indirect taxes which resulted in a good knowledge of VAT legislation in other EU Member States. He therefore is also an active member of the international tax Business Development Group.

Furthermore, Bart daily advises on indirect tax aspects on all possible issues (real estate, distribution centers, shared service centers, contract work, VAT and customs warehouses, implementation of software packages) in Europe with a focus on Belgium.

Mr. Stromberger joined the European Car Manufacturers Association in 2008 where he is especially responsible for CO2 relevant topics such as passenger car CO2 legislation, CO2 and light commercial vehicles, electric vehicles, etc.
He graduated in industrial engineering at the University of Vienna. From 1998 to 2007, he ran the family own car dealership where he has experienced the close relation to the end consumer. In August 2003, he joined the car industry and became a referee for traffic and environment at BMW Group in Munich. At BMW he especially dealt with alternative fuels (particularly hydrogen), general environmental issues, CO2-strategy, Integrated Approach.
